Unless you are a citizen of one of the visa-exempt countries or one of the countries whose residents are eligible for a visa on arrival, you will need to get a visa before traveling to the United Arab Emirates. UAE authorities do not restrict the mobility of citizens from other Gulf Cooperation Council countries.

New visa rules in UAE 2023
The UAE cabinet adopted the Advanced Visa System, the implementing rules of the Federal Decree-Law on Entry and Residence of Foreigners, in an effort to further promote the country as a desirable place to live, work, and invest.
To accommodate the growing number of visitors and residents, the United Arab Emirates has established a number of additional visa and residency options, bringing the total number of visas and permits available to the UAE to about 10. The new admission and residency system is now in force, and its stated goals include increasing the UAE’s competitiveness and flexibility in the labor market and providing citizens and their families with a strong feeling of stability.
To further encourage the growth of the UAE’s business sector and the empowerment of small and medium-sized enterprises (SMEs), new visa and entrance requirements have been put into place.
UAE visa stamping new rules 2023
Since the introduction of the Emirates ID, the UAE government has stopped printing resident visas in passports. Citizens of the United Arab Emirates may now apply for both their Emirates ID and residence visa at the same time, streamlining the application process and reducing the amount of time required to receive a visa.
Ineligibility for a 30-day visit
The following nationals do not need to apply for a visa in advance to enter the United Arab Emirates: In order to obtain a free 30-day visitor’s visa, all you have to do is leave the plane at Dubai International and head to immigration.

Ineligibility for a 90-day visit
A multiple entry 90-day visit visa valid for six months from the date of issue and for a total stay of 90 days will be stamped into the passports of citizens of the countries and territories listed below. If a European citizen’s 90-day visa on arrival is exhausted, he or she may apply for a pre-arranged visit visa.
